​We’ll be interviewing Councilman Ralph Smith. With his background in Military Information Technology, Ralph will help us in explaining a fundamental IT rule.

​We are also excited to have Bobbie joining us again from Florida!
Bobbie brings more than 20 years of experience in telecom focused management to the conversation.

​The Topic: "Garbage In, Garbage Out"
​We agree that the city moving to new software is a move in the right direction.

However, our guests will break down the reality:
​You cannot migrate a mess.

​If we take the current, unreconciled financial data (the "Garbage") and simply load it into the new, expensive system, we will continue to get "Garbage" results out of it. We must look closely at the current system to ensure the books are clean before we flip the switch.

Twila Laing on The Watchman's Report!
We're hosting Twila Laing, 4th Ward Marion City Council Member and influential Chair of the Finance Committee, on tonight's The Watchman's Report.
Ms. Laing's committee is tasked with addressing the city's significant, decades-long issues with financial and IT controls—a topic Marion Watch has reported heavily on since our first round in media in 2018.
When we invited her to the show, we asked if she'd been tracking our reporting. Her concise and telling reply confirms her awareness of the problem:
"Thank you for the invitation to participate in the Watchmen Report. I have read several of your reports and tend to agree with the conclusions that have been reached for both the financial and IT reports."
While always pleasant in her interactions with Marion Watch, Ms. Laing has remained cautious in her public statements on the controls crisis. But, due to her professional financial background, we suspected she had been following along 😉.
A Republican, Twila Laing has significant institutional influence. Beyond chairing the Finance Committee, she also chairs the Airport, Lands & Buildings Committee, serves as a member of the Treasury Investment Board, and is a backup signatory for the City Treasurer on large financial transfers.
