If the city of Marion wasn’t already having enough problems, now there’s this. Marion City Council voted 8-0 on 02/24/2025 to contract with Automatic Data Processing (ADP), the largest payroll software company in the world, to handle its payroll processing.
ADP, as a matter of fact, is not only the largest payroll software company in the world, but it provides payroll software for approximately 140,000 public sector organizations like local governments.
Once approved by council, the task of transitioning from the infamous New World software to ADP was given to Marion City Auditor Miranda Meginness. During the first week of March, Auditor Meginness met with ADP representatives for a “kickoff” meeting. It was anticipated at that time that it would take “a few weeks” to transfer/transition the data from New World to ADP, with the target date for implementation of the new payroll software being July 2025.
After delay after delay, ADP finally went live (sort of) in November. However, since then, there’s been problem after problem, from paychecks not going out on time, to errors in wages and benefits calculations.
Most of the criticism during tonight’s Finance Committee meeting was directed at Auditor Meginness. She deflected that criticism and blamed the ADP software–which she said that she would like to get rid of, despite the city’s costly contract with the company.
It’s clear at this point that the auditor’s problems with payroll are not likely to be resolved anytime soon. But the question is this: will the auditor be able to provide accurate W2 forms to city employees by the Federal government’s deadline of January 31st?
